Why people get passports and why not everyone gets one issued to them

There are many reasons why people get passports so that they can have the opportunity to be in another country other than where they were born and raised in. there are those who go to another country so that they can be able to be married there because it is considered to be the land of the romantics. Then there are those who go to other countries so that they can be able to visit another country for touristic functions when they are having their holiday. Then there are those who go to foreign countries to celebrate their honeymoon. There are those who go due to work reasons. Then there are those who relocate their because of an adoption or even a marriage that would make one make another country their home. Then there are those who go to other countries so that they can run away from the law. These is where passport control comes in. passports cannot be issued to everyone who wants to go out of the country. If you have a criminal record then there is no where you are going. They get to control that gets to have a passport.
